The Bible of Latent Conflict

Without any exaggeration, sovereignty is the fundamental concept that structures the entire understanding of international relations in the modern world. From the birth of the Westphalian state system in 1648 to the present day, the fundamental question of "who is in charge" within a defined territory remains the most important—and, at the same time, the most contested—question in international politics. We argue that this primacy of sovereignty is not merely a legal convention or a political contrivance of the 17th and 18th centuries, but rather a fundamental geopolitical reality rooted in the nature of territorial power and in the logical impossibility of having multiple supreme authorities acting simultaneously over the same space. However, the concept that seemed so clear to Westphalia—one sovereign with absolute and indivisible power within a defined territory—is proving increasingly problematic, contested, and eroded in the 21st century. Moreover, this erosion is not merely theoretical or academic; its practical consequences are starkly evident in multiple simultaneous forms.

A Soberania como Problema Fundamental da Ordem Contemporânea

A soberania é, sem qualquer exagero, o conceito fundamental que estrutura toda a compreensão das relações internacionais no mundo moderno. Desde o nascimento do sistema estatal westfaliano em 1648 até ao presente, a questão essencial de "quem manda" dentro de um território definido continua a ser a pergunta mais importante da política internacional — e simultaneamente a mais contestada. Defendemos que esta primazia da soberania não é meramente uma convenção legal ou um artifício político dos séculos XVII e XVIII, mas antes uma realidade geopolítica fundamental enraizada na natureza do poder territorial e na impossibilidade lógica de ter múltiplas autoridades supremas actuando simultaneamente sobre o mesmo espaço. Porém, o conceito que parecia tão claro para Westfália — um soberano com poder absoluto e indivisível dentro de um território definido — revela-se cada vez mais problemático, contestado e erodido no século XXI. E a erosão não é meramente teórica ou Academica ; as conseqüências práticas são visceralmente visíveis em múltiplas formas simultâneas.
